David has led utility energy efficiency programs for Ameren Illinois and FirstEnergy Ohio — building the deep technical relationships with Midwest utility engineers and operations teams that accelerate project timelines today. As Country Director for NRECA International he led USAID and World Bank funded grid expansion programs across six Sub-Saharan African countries — building reliable power infrastructure in severely constrained environments.

David understands load studies, substation feasibility, interconnection strategy, and rate structures across investor owned utilities, municipal utilities, and rural electric cooperatives.
